GAO-14-704G Sept 2014, the Standards for Internal Control in the Federal Government (known throughout the government as the "Green Book"), provides the overall framework for establishing and maintaining an effective internal control system. Internal control covers all aspects of a Federal agency's objectives (operations, reporting, and compliance). The Green Book has also been adopted by many state, local, and quasigovernmental entities, as well as not-for-profit organizations, as a framework for an effective internal control system. Management of an entity determines, based on applicable laws and regulations, how to appropriately adapt the standards presented in the Green Book as a framework for the entity.

First you gotta find a good clean (legible) copy and make sure it's the latest version (not always easy).
