Publisher Marketing: This study examines issues facing U. S. military command and control structure in the Arctic. Given recent climate changes, the resulting potential threats, and the given missions, what is the most effective command and control structure to provide the requisite unity of command and unity of effort in the Arctic? Through the lens of design, this study first defines the Arctic environment as it relates to the national security threat. This environmental frame discusses recent climate change effects on transportation, shipping, resources, and international relationships. Four potential problems are identified that would require military employment: military to military relationships, disaster relief, search and rescue, and violent conflict. Next, three command and control options are proposed: redefining geographic combatant command boundaries, assigning a standing Joint Task Force, and maintaining the existing structure. Finally, the three options are subjectively analyzed and a recommendation given. Although all of the command and control options are acceptable, not all provide the same level of unity of command and unity of effort. A standing Joint Task Force has the affect of viewing the Arctic as one region, speaking with one voice, and coordinating efforts of three combatant commands without confusing or undermining existing relationships.
